Seeking to answer the question contained in the title, this article begins with the exposition of the origin and meaning of the university institution presenting, in the second topic, the emergence and characteristics of the university in Brazil; in the third topic is the productivity-quality dilemma that led to the Brazilian university, indicating its possible overcoming; Finally, in the fourth topic, it discusses under what conditions the university can be constituted as a place for all and for all.
