Abstract

This article aims to problematize the relationship between the State and social movements, highlighting their contradictions, limits and possibilities with regard to the management processes of the National Education Program on Agrarian Reform – Pronera – between 1998 to 2016, through the comparative study of the operational manuals published in the period. The study, bibliographic and documentary, dialogued with authors such as Poulantzas (2000) and Hofling (2001), to discuss the contradictions of public policies in the capitalist state; and Molina (2011), Medeiros (2010), Dias (2015) and Caldart (2009), to analyze Pronera's trajectory and the inherent contradictions in its implementation process with regard to the participation of social and union movements in its management. The study revealed that social and union movements have moved away from the State's decision-making spheres, with the consequent restriction of their participation in the processes of operationalizing politics.

She has a degree in Pedagogy from the Federal University of Piauí (2003), Specialist in Rural Education and Development from the University of Brasília (2005) and a Master and Doctor in Education from the Federal University of Piauí. She is currently an Effective Professor, Adjunct III of the Federal University of Piauí in the area of ​​Political and Administrative Foundations of Education, Adjunct Coordinator of the Center for Studies, Research and Extension in Rural Education - NUPECAMPO and integrates the Center for Research in Policies and Management of Education - NUPPEGE. They have experience in Education, with an emphasis on Rural Education, Youth and Rural Social Movements and Educational Policy.
