ABSTRACT
Factors that lead people of African descent to not assume leadership roles in public
institutions, associating racial discrimination with other elements present in this
trajectory. To this end, we seek, based on this theme, to identify common issues
related to this group, as well as the relationship in the organizational environment and
debate the various forms of prejudice against people of African descent even today.
The research is classified as bibliographic, with the objective of understanding the
absence of African descent leadership in organizations. Based on these facts, it is
questioned how much racist history, structural racism and institutional racism act in the
face of the low representation of black people in high leadership roles. The results point
to factors that lead black people to not assume leadership roles, discuss and build
public policies to replace this population that lives, even today, on the margins of
society. Mainly, within institutions, whether public or private. Thus, academic training
as the main path and increasing the representation of Afro-descendants in public
management provides opportunities for everyone and promotes equity among citizens.
